The Fascias need proper prep work, besides soap and water, he needs to clean it prior to primer with a good quality wax and grease remover and make sure its dry and then wash again with soap. Before applying primer he can use "Bull Dog" adhesion promoter.. Then prime, paint and clear coat, the flex additive can be applied in the clear coat it will be more effective. He definitely took some shortcuts. But naturally that comes with his reputation, and quality costs money..go back to him and ask him to repair it. Good luck .
